Address is 390 Kellogg Blvd EAST in St. Paul.
Use Mapquest. Do NOT use Yahoo maps, as it will direct you to 390 Kellogg Blvd WEST.
The lot is found at the intersection of Kellogg and Broadway. There is a small Allright Parking lot sign. Go to the upper level (the lot extends to under the Lafayette Bridge). Bring a good map/navigator along as things are a bit dicey, and as a former govener pointed out, these streets were layed out by a bunch of drunk irish.
From the West, on 94, take

the Marion?/Kellogg exit and follow it around a couple miles until you cross with Broadway.
From the East, on 94, take

4: Merge onto MOUNDS BLVD/ US-61 N via exit number 243 toward KELLOGG BLVD. 0.34 miles
5: Turn LEFT onto 3RD ST BRIDGE. 0.55 miles
6: 3RD ST BRIDGE becomes KELLOGG BLVD E. 0.08 miles
From the North on 35E, take

5: Take the 10TH ST/ WACOUTA ST exit- exit number 107A- on the left. 0.34 miles
6: Take the WACOUTA ST exit on the left. 0.02 miles
7: Stay straight to go onto WACOUTA ST. 0.45 miles

From the South on 35E, take
