The repairshops can pore something into the cylinder to wash out the carbon but its expensive and carbon can come back.
If you believe in the so called Italian tuneup, it might work for you: warm up your engine by driving for 10 minute on highway. Then shift into lower gear and drive for a minute with engine speed at around 4500rpm.
This is a good way to get rid of the carbon.
If your car is very old and about to collapse, then don't do it.
I also heard of put in a rice grain in each cylinder and let the engine run at idle speed. I have not tried this method.

The best way is to simply pull the head. Depending on what kind of car this is, that could be an easy job, or hard enough to make it not worth it. If the motor is that old that is has a bunch of carbon uild up, you can take a little time after cleaning off the carbon to re-lap the valves and fit new springs. Poor man's valve job...cheap enough to make ot worth doing.
