If it's based on the 2.3 Duratec, which is itself just a rebadged mazda MZR, I don't see why not.

I would imagine that you could pretty easily build and repair a more powerful forced induction engine several times for $19k :P It wouldn't have the Cosworth cache, but it'd be more cost effective.

But you would be stuck with a higher minimum weight and a heavier engine, not to mention all that cash in your wallet weighing you down.
My first impression is no, as the rules do say something about cousin companies and not being able to share engines. The real question is are you willing and able to pay 19.5K for it and I'm sure it's just the start ECU, injectors, fuel delivery and drivetrain parts that need to be updates etc. will add about 10k t0 the price.
For that money you could buy Darryls Club Sport and he could then get the Soltice he's lusting after ;)

As long as they use a mazda-sourced block, it would be SM-legal. Mazda offers the 2.3L engine, so suitable blocks are available.
However, I paid considerably less than that for my entire car!:o

Some top CSP cars are in the 1,900 lb range - so you could build a naturally-aspirated car to the 1,900 lb minimum.
With a 90-97 car, you could easily build a forced-induction car under the 2,100 lb minimum. For a 99+, you can pretty much build to at or slightly above the limit. My car will be at about 2,175 next year - and that's with some aero additions and 285mm tires.

A little update/backdate and a lot of money.
I'm pretty confident that 2100 pounds is doable for me in stock trim. In SP, you have a lot more freedom.
If you start with a '90 or '91, you get a lot less heavy chassis bracing, lighter doors, a lighter dashboard without a passenger airbag, smaller and lighter brakes, you can replace the steering wheel for one without an aibag, you can put in lighter seats, cut the fenders, remove the radio and speakers, you can use smaller and lighter wheels and tires, lighter brake rotors, set up the suspension so you don't need sway bars, use a lightweight battery, lighter exhaust, lighter clutch and flywheel, and so on...

As Alex said, you start with a '90, and take out anything not required. Then you start lightening the stuff that can be modded. Just seats, battery & exhaust save over 100 lbs, if you pick carefully.

...then don't ask what a built Cosworth 2.5L Subaru engine will cost... the rumor I heard was north of $30k! The heads alone are ~$3800. Granted, Cosworth is a great name, but talk about paying for that name! I could have a reliable (relative, of course) 600whp 2.5L built for less than $15k.
