If the strut bar was welded and slightly higher up would this pass tech?

are you speaking of the seat belts?
i would just wonder why a harness bar wasn't installed with the cage?

Otherwise, i can't answer for the chief of safety or tech.

Yes sorry the seat belts.
I don't have a cage and I want to mount belts to my rear strut tower brace. I can go to the C-pillars too but I can't find nice 5 point cam lock harnesses that are designed to use C-pillars. The harness in question is a Bell 5 point.

That would pass tech either way. You do not need to meet roadgoing standards, whatever they're called, for AX harness anchors. You need to meet class rules regarding modifications to roadgoing vehicles and all that, but I do not recall seeing any specific harness anchoring rules. Steve?

That picture shows a pretty good system to me. I don't know if I would drive on the street with it, and I certainly would not road race with that setup, but for autocross it seem OK to me.

I had a similar set up in my CSP RX-7 and I didn't have issues with tech.
